ADGM Cut Its Commercial Licence Fees But The Office Requirement Did Not Move
Effective 1 January 2025, ADGM’s Registration Authority overhauled its fee schedule, and that structure still stands in 2026. Initial registration for a standard non-financial commercial entity fell from USD 10,000 to USD 5,500. Annual renewal for the same category fell from USD 8,000 to USD 5,000. Retail was cut even harder, from USD 6,000 to USD 2,500 initial and USD 4,000 to USD 2,000 on renewal.
Financial licences moved the other way. FSRA-regulated entities now pay USD 16,700 initial and USD 16,200 annually, up from USD 15,000 and USD 13,000. So the 2025 restructure was not a general discount — it shifted the burden onto regulated financial firms and away from ordinary commercial ones.

Every ADGM entity, in every category, also pays a USD 300 (~AED 1,100) data protection fee at initial registration and again at each renewal. AED conversions above use USD 1 = AED 3.6725.
What did not change is the premises rule. ADGM does not permit virtual licences, and hot-desking is not accepted for any entity. You must hold a physical address on Al Maryah or Al Reem Island, and the practical minimum is a dedicated desk in an approved co-working facility. Those run up to roughly AED 2,200 a month, or about AED 26,400 a year. That mandatory free zone office space, not the licence fee, is what actually drives the ADGM number.
The ADGM Tech Startup Licence Is Cheap For A Reason
You will see the ADGM Tech Startup Licence quoted at USD 1,500, incentivised for up to three years, and presented as the standard ADGM commercial rate. It is not. It is a separate, gated product, and treating it as the general Abu Dhabi free zone license cost for ADGM will leave your budget short by roughly USD 4,000 in year one.
Since July 2024, ADGM has not accepted Tech Startup Licence applications without an eligibility letter from Hub71. Apply without one and it is refused. ADAFZ spans Zayed International, Al Ain International and Al Bateen Executive airports, and prices modularly: a fixed registration fee, a licence fee that scales with your structure, and a facility charge you select.
Registration is AED 7,500, one time. The annual licence starts at AED 15,000 for standard activities and rises to AED 50,000 for complex structures or heavier operations.
